1       Meeting of House

The House met pursuant to adjournment.  The Speaker (Hon J K G Oswald) took the Chair and read prayers.

 

2       Message from the Governor

The following Message from the Governor was received and read:

 

      Adelaide Cemeteries Authority Bill - Recommending          Message No 2

The Governor recommends to the House of Assembly the appropriation of such amounts of money as may be required for the purposes mentioned in the Adelaide Cemeteries Authority Bill 2000.

3       Speaker's Ruling – Ballot Results

On a point of order being raised, the Speaker made the following ruling:

It has not been the practice of the House to announce ballot results for positions on a House Committee. The names of the required number of Members who had the highest number of votes were advised to me by the scrutineers and Clerk. Standing Orders provide for the Speaker to announce the names of the successful candidates. There is no requirement for the announcement of the ballot figures under the Standing Orders nor has it been House practice.

 

4       Questions

5       Paper

6       Grievance debate

         The Speaker proposed - That the House note grievances.

7       Messages from the Legislative Council

         The following Messages from the Legislative Council were received and read:

MR SPEAKER - The Legislative Council informs the House of Assembly that it has appointed the Hon. C. Zollo in place of the Hon. G. Weatherill (resigned) on the Joint Parliamentary Joint Service Committee, pursuant to section 5 of the Parliamentary Joint Services Act 1985, and has appointed the Hon. R. R. Roberts to be the alternative Member to the Hon. C. Zollo.

         Standing Orders Committee                                                       Message No 2

MR SPEAKER - The Legislative Council has appointed a Standing Orders Committee consisting of the President, the Hon. K. T. Griffin (Attorney-General), the Hon. R. I. Lucas (Treasurer), the Hon. C. A. Pickles and the Hon. C. Zollo, with power to act during the recess and to confer or sit as a Joint Committee with any Standing Orders Committee of the House of Assembly.

         Printing Committee                                                                    Message No 3

MR SPEAKER - The Legislative Council has appointed a Printing Committee consisting of the Hon. J.S.L. Dawkins, the Hon A. J. Redford, the Hon. T. G. Roberts, the Hon J. F. Stefani and the Hon. C. Zollo with power to act during the recess and to confer or sit as a Joint Committee with any Printing Committee of the House of Assembly.

8       Suspension of Standing Orders

The Minister for Tourism (Hon J L Hall), without notice, moved - That Standing Orders be so far suspended as to enable the introduction of Government Bills before the Address in Reply is completed.

Question put and passed, without a negative voice, there being present an absolute majority of the whole number of Members of the House.

 

9       Transplantation and Anatomy (Putative Spouses) Amendment Bill

The Minister for Human Services (Hon D C Brown), pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Transplantation and Anatomy Act 1983.

Question put and passed.

 

         Bill presented and read a first time.

         The Minister moved - That this Bill be now read a second time.

         Ordered, on motion of Ms Stevens, that the debate be adjourned until Tuesday next.

 

10      Family and Community Services (Service Agreements) Amendment Bill

The Minister for Human Services, pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Family and Community Services Act 1972.

11      South Australian Ports (Disposal of Maritime Assets) Bill

The Minister for Government Enterprises (Hon M H Armitage), pursuant to notice, moved - That the South Australian Ports (Disposal of Maritime Assets) Bill be restored to the Notice Paper as a lapsed Bill, pursuant to Section 57 of the Constitution Act 1934.

Question put and passed.

 

         Ordered – That further consideration in Committee of the Bill be an Order of the Day for Tuesday next.

 

12      Maritime Services (Access) Bill

The Minister for Government Enterprises, pursuant to notice, moved - That he have leave to introduce a Bill for an Act to provide for access to South Australian ports and maritime services on fair commercial terms; to provide for price regulation of essential maritime services; to amend the South Australian Ports (Bulk Handling Facilities) Act 1996; and for other purposes.

Question put and passed.

         The Minister moved - That this Bill be now read a second time.

13      Harbors and Navigation (Control of Harbors) Amendment Bill

15      Address in Reply

To His Excellency, Sir Eric Neal, Companion of the Order of Australia, Commander of the Royal Victorian Order , Governor in and over the State of South Australia and its dependencies in the Commonwealth of Australia:

 

May It Please Your Excellency -

1.   We, the Members of the House of Assembly, express our thanks for the Speech with which Your Excellency was pleased to open Parliament.

2.   We assure Your Excellency that we will give our best attention to the matters placed before us.

3.       We earnestly join in Your Excellency's prayer for the Divine blessing on the proceedings of the Session.
