1    Meeting of House

     The House met pursuant to adjournment.  The Speaker (Hon G M Gunn) took the Chair and read       prayers.

 

2    Petitions Nos 5 to 8

     The Clerk announced that the following Members had lodged Petitions for presentation:

 

5 and 6       Mrs Geraghty and Ms Hurley, from 247 residents of South Australia, urging the House not to support the reduction in the number of School Service Officers.

 

7  Ms Penfold, from 116 residents of South Australia, requesting that the House urge the Government to ban fish netting in Venus Bay.

 

8  Mr Scalzi, from 300 residents of South Australia, requesting that the House urge the Government to install a pedestrian crossing at the junction of Hilltop Avenue and Payneham Road, Glynde.

4    Legislative Review Committee - Reports - First, Second and Third Reports 1995

Mr Cummins brought up the First Report of the Committee.

     Report received and read as follows:

The Legislative Review Committee has the honour to report that it is of the opinion that By-law No 5 of the Corporation of the City of Noarlunga, in respect of Dogs, gazetted on 24 August 1995 and laid on the Table of this House on 26 September 1995, be disallowed on the grounds that the by-law contains a provision which is ultra vires.

 

Mr Cummins brought up the Second Report of the Committee.

     Report received and read as follows:

The By-laws listed hereunder are presently being considered by the Legislative Review Committee. The Committee is considering certain undertakings given to it by the Councils concerned and all Honourable members are warned that, upon fulfilment of the undertakings, the Committee may decide to take no further action.

5    Public Works Committee - Report - New Darlington Police Complex Development

Mr Ashenden brought up the Thirteenth Report of the Committee.

     Report received.

     Ordered to be printed (Paper No 183).

 

6    Questions

     Questions without notice were asked.

Ordered - That the period for asking questions without notice be extended by ten minutes.

     Questions without notice resumed.

7    Grievance debate

     The Speaker proposed - That the House note grievances.

     Debate ensued.

The Minister for Primary Industry (Hon D S Baker) moved - That the House at its rising adjourn until tomorrow at 10.30 am.

MR SPEAKER - The Legislative Council has appointed a Printing Committee consisting of the Hon M S Feleppa, the Hon J C Irwin, the Hon B S L Pfitzner, the Hon A J Redford and the Hon T G Roberts, with power to act during the recess and to confer or sit as a Joint Committee with any Printing Committee of the House of Assembly.

10   Address in Reply

     Order of the Day read for the consideration of the Address in Reply.

     Mr Kerin then moved - That the following Address in Reply to Her Excellency's Opening Speech be                                             adopted:

 

     To Her Excellency, Dame Roma Mitchell, Companion of the Order of Australia, Dame Commander of the Most Excellent Order of the British Empire, Governor in and over the State of South Australia                                    and its dependencies in the Commonwealth of Australia:

 

     May It Please Your Excellency -

1. We, the Members of the House of Assembly, express our thanks for the Speech with which Your Excellency was pleased to open Parliament.

     2. We assure Your Excellency that we will give our best attention to the matters placed before us.

3. We earnestly join in Your Excellency's prayer for the Divine blessing on the proceedings of the Session.
