         The House met pursuant to adjournment.  The Speaker (Hon Peter Lewis) took the Chair and read prayers.

 

2       Message from the Governor

The following Message from the Governor was received and read:

The Governor recommends to the House of Assembly the appropriation of such amounts of money as may be required for the purposes mentioned in the Supply Bill 2002

         The Acting Clerk announced that the following Member had lodged a Petition for presentation:

 

4.   Ms Bedford, from 50 residents of South Australia, requesting that the House support the passage of legislation to remove discriminatory provisions against same sex couples from South Australian legislation.

5       Speaker's Statement – Reflections on Speaker

The Speaker made a statement regarding reflections on the Speaker by way of comments made by Members outside the House. Members were warned that further breaches would not be tolerated.

Ordered – On motion of the Minister for Government Enterprises (Hon P F Conlon) - That the period for asking questions without notice be extended by 10 minutes.

MR SPEAKER – The Legislative Council a has appointed a Printing Committee consisting of the Hon G E Gago, the Hon J Gazzola, the Hon D V Laidlaw, the Hon R K Sneath and the Hon T Stephens with power to act during the recess and to confer or sit as a Joint Committee with any Printing Committee of the House of Assembly.

Joint Parliamentary Service Committee - Notification of appointment   Message No 3

MR SPEAKER – The Legislative Council informs the House of Assembly that, pursuant to section 5 of the Parliament (Joint Services) Act 1985, it has appointed two members to act with the President as Members of the Joint Parliamentary Service Committee. The said two Members are the Hon C V Schaefer and the Hon C Zollo. The Legislative Council has also appointed the Hon R K Sneath as the alternate Member of the Committee to the President, the Hon J S L Dawkins the alternate member to the Hon C V Schaefer and the Hon G E Gago the alternate member to the Hon C Zollo.

10      Statutes Amendment (Honesty and Accountability in Government) Bill

The Premier, pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Criminal Law Consolidation Act 1935, the Public Corporations Act 1993 and the Public Sector Management Act 1995.

Mr Caica moved - That the following Address in Reply to Her Excellency's Opening Speech be adopted:

 

To Her Excellency, Marjorie Jackson - Nelson, Companion of the Order of Australia, Commander of the Royal Victorian Order and Member of the Order of the British Empire, Governor in and over the State of South Australia and its dependencies in the Commonwealth of Australia:

 

May It Please Your Excellency -

1.   We, the Members of the House of Assembly, express our thanks for the Speech with which Your Excellency was pleased to open Parliament.

2.   We unite with Your Excellency in expressing our deep sorrow at the recent death of Her Majesty Queen Elizabeth, The Queen Mother, and join with Your Excellency in conveying our sincere sympathy to Her Majesty the Queen and Members of the Royal Family.

3.   We assure Your Excellency that we will give our best attention to the matters placed before us.

4.   We earnestly join in Your Excellency's prayer for the Divine blessing on the proceedings of the Session.

The Minister for Environment and Conservation to move – That he have leave to introduce a Bill for an Act to amend the Nuclear Waste Storage Facility (Prohibition) Act 2000.

The Minister for Environment and Conservation to move – That this House requests Her Excellency the Governor to make a proclamation under section 43(4) of the National Parks and Wildlife Act 1972 to vary the proclamation made on 15 April 1982 constituting the Gammon Ranges National Park to remove all rights of entry, prospecting, exploration, or mining pursuant to a mining Act (within the meaning of the National Parks and Wildlife Act 1972) in respect of the land constituting the National Park.
