The House met pursuant to adjournment.  The Speaker (Hon G M Gunn) took the Chair and read prayers.

Ordered - That Notice of Motion: Private Members Bills/Committees/Regulations No 1 be a Notice of Motion for Thursday 12 October.

Ordered - That Notices of Motion:  Other Motions Nos 1 to 4 be Notices of Motion for Thursday 12 October.

Ordered - That Notices of Motion: Government Business Nos 1 to 3 be postponed and taken into consideration on motion.

 

5    Address in Reply

Order of the Day read for the adjourned debate on the question - That the Address be adopted.

Debate resumed.

Ordered, on motion of Mr Rossi, that the debate be further adjourned and resumed on motion.

 

6    Petitions Nos 9 to 11

The Clerk announced that the following Members had lodged Petitions for presentation:

 

9  Mr Condous, from 280 residents of South Australia, requesting that the House urge the Government to provide a bus service to the West Lakes Mall Shopping Centre for residents of East Terrace, Henley Beach.

 

10 Mr Evans, from 28 residents of South Australia, requesting that the House urge the Government to restore School Services Officers’ hours to the level that existed when the Government assumed office.

 

11 Mrs Rosenberg, from 23 residents of South Australia, requesting that the House urge the Government to abandon plans for the Southern Expressway and instead develop more realistic and value-sensitive alternatives.

9    Distinguished visitors

Attention having been called to the presence of distinguished visitors in the gallery, members of a visiting United Kingdom Parliamentary Delegation, the Speaker invited Dame Angela Rumbold, leader of the Delegation to take a seat on the floor of the House.

Whereupon Dame Angela was escorted to the Chair by the Premier (Hon D C Brown) and Hon M D Rann, introduced to the Speaker, and accommodated with a seat on the right hand of the Speaker.

     Questions without notice were asked.

 

11   Grievance debate

     The Speaker proposed - That the House note grievances.

     Debate ensued.

     Question put and passed.

 

12   Suspension of Standing Orders

The Deputy Premier, without notice, moved - That Standing Orders be so far suspended as to enable Government Bills to be introduced before the Address in Reply is adopted.

Question put and passed, without a negative voice, there being present an absolute majority of the whole number of Members of the House.

 

13   Suspension of Standing Orders

The Deputy Premier, without notice, moved - That Standing Orders be so far suspended as to provide that when any Division or quorum is called, the Division bell will be rung for three minutes, with the Clerk determining the three minutes by using the Debate time clock.

Question put and passed, without a negative voice, there being present an absolute majority of the whole number of Members of the House.

 

14   Stamp Duties (Miscellaneous) Amendment Bill

The Treasurer (Hon S J Baker), pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Stamp Duties Act 1923.

Question put and passed.

 

     Bill presented and read a first time.

     The Minister moved - That this Bill be now read a second time.

     Ordered, on motion of  Mr Clarke, that the debate be adjourned until Tuesday 10 October.


15   Pay-roll Tax (Exemption) Amendment  Bill

The Treasurer, pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Pay-roll Tax Act 1971.

Question put and passed.

 

     Bill presented and read a first time.

     The Minister moved - That this Bill be now read a second time.

     Ordered, on motion of Mr Clarke, that the debate be adjourned until Tuesday 10 October.

 

16   Land Tax (Home Unit Companies) Amendment Bill

The Treasurer, pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Land Tax Act 1936.

Question put and passed.

     The Minister moved - That this Bill be now read a second time.

     Ordered, on motion of Mr Clarke, that the debate be adjourned until Tuesday 10 October.

The Deputy Premier moved - That the House at its rising adjourn until Tuesday 10 October 1995 at 2.00 pm.
