1       Meeting of House

         The House met pursuant to adjournment.  The Speaker (Hon Peter Lewis) took the Chair and read prayers.

 

2       Petition No 8

         The Clerk announced that the following Members had lodged Petitions for presentation:

 

8    Mr Brokenshire from 1164 residents of South Australia, requesting the House provide intensive care facilities at Noarlunga Hospital.

 

3       Paper

         The following Papers were tabled:

4       Speaker's Statement – Reflection on the Chair by the Member for Finniss

The Speaker made a statement regarding reflections on the speaker by the Member for Finnis and other Members. In particular he referred to statements on ABC radio on 10 May 2002 by the Member for Finniss and to previous warnings he had given of his intentions to maintain the practices of the House which protect the office of the Speaker.

 

         Member named

The Speaker named the Hon D C Brown for adversely reflecting on the Chair.

The Member having made an apology.

 

The Minister for Government Enterprises (Hon P F Conlon) moved - That the apology be accepted.

Question put and passed.

 

5       Questions

         Questions without notice were asked.

 

6       Privilege – Matter raised

Hon I F Evans raised as a matter of privilege, the possible misleading of the House by the Treasurer in relation to his statement that the previous Government’s mid year budget allocation failed to provide for an allocation for a teacher’s pay rise. The Member cited a Treasury Minute dated 21 December 2001 indicating provision of some $205 million in the budget forward estimates for teachers’ pay.

The Speaker advised that he would consider the matter and report to the House.


 

7       Questions

         Questions (interrupted by the foregoing) resumed.

 

8       Grievance debate

         The Speaker proposed - That the House note grievances.

         Debate ensued.

         Question put and passed.

 

9       Liquor Licensing (Miscellaneous) Amendment Bill

The Attorney-General (Hon M J Atkinson), pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Liquor Licensing Act 1997.

Question put and passed.

         Bill presented and read a first time.

 

         The Minister moved - That this Bill be now read a second time.

         Ordered, on motion of Mr Hamilton-Smith, that the debate be adjourned until tomorrow.

 

10      Education (Compulsory Education Age) Amendment Bill

The Minister for Education and Children’s Services (Hon P L White), pursuant to notice, moved - That she have leave to introduce a Bill for an Act to amend the Education Act 1972.

Question put and passed.

         Bill presented and read a first time.

 

         The Minister moved - That this Bill be now read a second time.

         Ordered, on motion of Mr Hamilton-Smith, that the debate be adjourned until tomorrow.

 

11      Address in Reply

Order of the Day read for the adjourned debate on the question - That the Address be adopted.

         Debate resumed.

         Ordered, on motion of Hon W A Matthew, by leave, that the debate be further adjourned and resumed on motion.

 

12      Extension of time for adjournment

Ordered, on motion of the Minister for Government Enterprises - That the time for moving the adjournment of the House be extended beyond 5.40 pm.
