4       Legislative Review Committee – Reports – Tenth and Eleventh

Mr Condous brought up the Tenth Report of the Legislative Review Committee for 1999.

Report received and read as follows:

The Regulations and Rules listed hereunder are at present being considered by the Legislative Review Committee. Evidence is being taken on these matters and it is necessary for Notices of Motion for Disallowance to be given in both Houses before the expiration of 14 sitting days to allow the Committee time to complete its deliberations.

Honourable Members are warned that after consideration has been given to the Regulations and Rules, the Committee may decide to take no further action.

Regulations and Rules referred to:

Fisheries Act – Regulations – Lobster Pots Age Restrictions

Racing Act – Rules – Harness Racing.

 

Mr Condous brought up the Eleventh Report of the Legislative Review Committee for 1999.

5       Select Committee on the Murray River - Quorum

The Deputy Premier, by leave, moved – That four Members of the Select Committee on the Murray River shall be required to form a quorum of the Committee.

7       Message from the Legislative Council

The following Message from the Legislative Council was received and read:

MR SPEAKER - The Legislative Council has agreed to the amendment made by the House of Assembly in the Hindmarsh Island Bridge Bill, without any amendment.

8       Yumbarra Conservation Park – Draft Proclamation - Mining - Motion re

Order of the Day read for the adjourned debate on the motion of the Minister for Environment and Heritage – That this House requests His Excellency the Governor to make a proclamation under section 43(2) of the National Parks and Wildlife Act 1972 that declares that rights of entry, prospecting, exploration and mining under the Mining Act 1971 may be acquired and exercised in respect of that proportion of the Yumbarra Conservation Park being Section 457, north out of Hundreds, county of Way (Fowler); and that a message be sent to the Legislative Council requesting its concurrence thereto.

10      Messages from the Legislative Council

         The following Messages from the Legislative Council were received and read:

 

         Joint Committee on the Electricity Businesses

         Disposal Process                                                                         Message No 25

MR SPEAKER - The Legislative Council concurs with the Resolution of the House of Assembly contained in Message No 27 for the appointment of a Joint Committee to address concerns of the Auditor-General re Electricity Businesses Disposal Process and will be represented on the Committee by two Members, of whom one shall form the quorum necessary to be present at all sittings of the Committee. The Members of the Joint Committee to represent the Legislative Council will be the Treasurer (The Hon R I Lucas) and the Hon P Holloway.

The Legislative Council has also resolved to suspend Joint Standing Order No 6 so as to entitle the Chairperson to a vote on every question, but when the votes are equal, the Chairperson shall also have a casting vote.

         Legal Practitioners (Miscellaneous) Amendment Bill                 Message No 26

MR SPEAKER - The Legislative Council has passed the Bill transmitted herewith, titled an Act to amend the Legal Practitioners Act 1981, to which it desires the concurrence of the House of Assembly.

         Suspension of Standing Orders

The Minister for Industry and Trade (Hon I F Evans), without notice, moved – That Standing Orders be so far suspended as to enable the Bill to pass through its remaining stages without delay.

Question put and passed, without a negative voice, there being present an absolute majority of the whole number of Members of the House.

 

         The Minister for Trade and Industry moved - That this Bill be now read a second time.
