1       Meeting of House

The House met pursuant to adjournment.  The Speaker (Hon J K G Oswald) took the Chair and read prayers.

 

2       Message from the Governor

         The following Message from the Governor was received and read:

The Governor informs the House of Assembly that, in the name and on behalf of Her Majesty The Queen, the following Acts have been assented to during the present Session, viz –

No 73 of 1998 – An Act to establish the Adelaide Festival Corporation; to provide for the conduct of the Adelaide Festival of Arts; and for other purposes.

No 74 of 1998 – An Act to amend the Guardianship and Administration Act 1993.

No 75 of 1998 – An Act to amend the Passenger Transport Act 1994.

No 76 of 1998 – An Act to amend the Road Traffic Act 1961; and to make a related amendment to the Motor Vehicles Act 1959.

No 77 of 1998 – An Act to amend the Shop Trading Hours Act 1977; and to make related amendments to the Retail and Commercial Leases Act 1995.

No 78 of 1998 – An Act to amend the Summary Offences Act 1953.

No 79 of 1998 – An Act to provide for the continuation of TransAdelaide as a statutory corporation; to make related amendments to the Passenger Transport Act 1994; and for other purposes.

No 80 of 1998 – An Act to amend the Education Act 1972.

No 81 of 1998 – An Act to amend the Petroleum Act 1940.

3       Death of Former Member – Hon D A Dunstan QC

The Premier (Hon J W Olsen) moved – That the House of Assembly expresses its deep regret at the death of Hon D A Dunstan QC, Premier and former Member of the House and places on record its appreciation of his long and meritorious service; and as a mark of respect to his memory the sitting of the House be suspended until the ring of the bells.

And being supported by the Leader of the Opposition (Hon M D Rann), the Minister for Human Services (Hon D C Brown), the Deputy Leader of the Opposition (Ms Hurley), the Minister for Local Government (Hon M K Brindal), Mr De Laine, the Minister for Tourism (Hon J L Hall), Ms Stevens, Hon G M Gunn, Mrs Geraghty, Hon R B Such, Ms White, Messrs Scalzi, Hill and Hamilton-Smith, Ms Key, Messrs Wright and Hanna, Ms Breuer, Thompson, Bedford and Ciccarello.

 

Motion carried in silence, Members rising in their places.

 

4       Suspension and resumption of sitting

         At 4.50 pm the sitting of the House was suspended.

         At 5.20 pm the Speaker resumed the Chair.

 

5       Petitions Nos 25 and 26

         The Clerk announced that the following Members had lodged Petitions for presentation:

 

25   Mr Scalzi, from 621 residents of South Australia, requesting that the House urge the Government to direct ETSA not to establish a truck depot at 59 Barnes Road Glynde.

 

26   Ms Stevens, from 690 residents of South Australia, requesting that the House urge the Government to oppose the deletion of the Midwifery Register from the Nurses Act.

 

6       Answers to questions

Answers to questions on the Notice Paper Nos 20, 25, 30, 32, 35, 37, 38, 40 to 42, 44, 45, 47 to 50, 52, 56, 57, 59, 60, 62 to 67, 69, 71 and 74 and questions without notice were tabled by the Speaker.

 

7       Speaker’s statement – Approval of Standing Orders

         The Speaker made the following statement:

I inform the House that His Excellency the Governor has approved the changes to Standing Orders adopted by the House on 26 November.

The changes are in effect now and the Standing Orders book has been reprinted.

Members’ attention is drawn to a number of clerical corrections (found during the republishing process) which, with Members’ concurrence I have made. 

They are: -

SO 46       a reference to “two minutes” which should read “three minutes”;

            SO 81a     in the last line “will not be” is better expressed as “is not”;

 

SO 82(3)   while all references to “printed” were to be changed to “published” this one creates an anomaly, and has been left it as “printed”;

 

SO 262     “published” has been deleted since the Chairman will be still be working with a printed copy for the foreseeable future;

 

SO 349     the phrase “the weekly supplement of” was deleted from SO 348, but not from this Standing Order, creating an anomaly.
