1       Meeting of House

The House met pursuant to adjournment.  The Speaker (Hon J K G Oswald) took the Chair and read prayers.

 

2       Petitions Nos 59 to 61

         The Clerk announced that the following Members had lodged Petitions for presentation:

 

59 and 60    The Deputy Premier (Hon G A Ingerson) and the Minister for Human Services (Hon D C Brown), from 167 residents of South Australia, requesting that the House urge the Government to not allow the closure of the Gawler Racecourse.

 

61   Ms White, from 181 residents of South Australia, requesting that the House urge the Government to immediately release the long promised funding for the upgrade of the Lyell McEwin Hospital.

 

3       Legislative Review Committee - Reports – Ninth and Tenth

         Mr Condous brought up the Ninth Report of the Committee.

         Report received and read as follows:

The Regulation listed hereunder is at present being considered by the Legislative Review Committee. Evidence is being taken on this matter and it is necessary for a Notice of Motion for Disallowance to be given in both Houses before the expiration of 14 sitting days to allow the Committee time to complete its deliberations.

Honourable Members are warned that after consideration has been given to the Regulation, the Committee may decide to take no further action.

Regulation referred to:

            Passenger Transport Act 1994 – Small Passenger Vehicles.

 

         Mr Condous brought up the Tenth Report of the Committee.

         Report received.

 

4       Questions

         Questions without notice were asked.

 

5       Serious disorder

There being serious disorder in the Speaker’s Gallery the Speaker suspended the sitting of the House at 2.59 pm.

         At 3.09 pm the Speaker resumed the Chair.

6       Questions

         Questions without notice (interrupted by the foregoing suspension) resumed.

 

7       Paper

         The following Paper was tabled:

                     Ministerial Statement – Living Health.

 

8       Grievance debate

         The Speaker proposed - That the House note grievances.

         Debate ensued.

         Question put and passed.

 

9       Suspension of Standing Orders – Appropriation Bill

The Deputy Premier (Hon G A Ingerson), pursuant to notice, moved – That on Thursday 28 May 1998 Standing Orders be so far suspended as to enable –

     (a)   the Premier to have leave to continue his remarks on the Appropriation Bill immediately after moving “That this Bill be now read a second time”;

              (b)   the Treasurer (Hon R I Lucas) to be immediately admitted to the House for the purpose of giving a speech in relation to the Appropriation Bill; and

              (c)   the second reading speech on the Appropriation Bill to be resumed on motion.

         Debate ensued.

         Question put and passed.

 

10      Appropriation Bill – Motion for attendance of Treasurer

The Deputy Premier (Hon G A Ingerson) pursuant to notice, moved – That a Message be sent to the Legislative Council requesting that the Treasurer be permitted to attend at the Table of the House on Thursday 28 May 1998 for the purpose of giving a speech in relation to the Appropriation Bill.

         Question put and passed.

 

11      Electricity Corporations (Restructuring and Disposal) Bill

Order of the Day read for the adjourned debate on the question - That this Bill be now read a second time.

Debate resumed.

Ordered, on motion of Mr De Laine, that the debate be further adjourned until tomorrow.

 

12      Message from the Legislative Council

The following Message from the Legislative Council was received and read:

MR SPEAKER - The Legislative Council has granted leave to the Treasurer (The Hon R I Lucas) to attend in the House of Assembly on Thursday, 28 May 1998, for the purpose of giving a speech in relation to the Appropriation Bill if he thinks fit.

The Minister for Government Enterprises (Hon M H Armitage) moved - That the House do now adjourn.

Mr Lewis to move –That the Sixty-Ninth Report of the Public Works Committee on the Adelaide Youth Court Redevelopment be noted.

Mr Lewis to move – That the Sixty-Seventh Report of the Public Works Committee on the Hindmarsh Soccer Stadium Upgrade – Stage 2 be noted.

 

Mr Condous to move – That Regulations under the Passenger Transport Act 1994 relating to Small Passenger Vehicles, made on 22 January 1998 and laid on the Table of this House on 17 February 1998, be disallowed.
