1       Meeting of House

The House met pursuant to adjournment.  The Speaker (Hon J K G Oswald) took the             Chair and read prayers.

 

2       Death of Hon J E McLeay

The Premier, (Hon J W Olsen) by leave, moved - That the House of Assembly expresses its deep regret at the death of Hon J E McLeay, former local government councillor & Mayor, Member of the House of Representatives, Australian Consul General and respected business man; and places on record its appreciation of his distinguished service and as a mark of respect to his memory the sitting of the House be suspended until the ringing of the bells.

And being supported by the Leader of the Opposition (Hon M D Rann), the Minister for Tourism (Hon J L Hall), Mr Hamilton-Smith, the Minister for Police, Correctional Services and Emergency Services (Hon R L Brokenshire), the Minister for Water Resources (Hon M K Brindal) and the Minister for Environment and Heritage (Hon I F Evans).

         Motion carried in silence, Members rising in their places.

 

3       Suspension and resumption of sitting

         At 2.29 pm the sitting of the House was suspended.

         At 2.39 pm the Speaker resumed the Chair.

 

4       Answers to questions

Answers to questions without notice were tabled by the Speaker.

 

5       Legislative Review Committee - Reports – Tenth and Eleventh

Mr Condous brought up the Tenth Report of the Legislative Review Committee.

Report received and read as follows:

The Regulations listed hereunder are at present being considered by the Legislative Review Committee. Evidence is being taken on these matters and it is necessary for Notices of Motion for Disallowance to be given in both Houses before the expiration of 14 sitting days to allow the Committee time to complete its deliberations.

Honourable Members are warned that after further consideration has been given to the Regulations, the Committee may decide to take no further action.

Regulations referred to:

Local Government Act – Superannuation Scheme Rules – Unpaid Contributions

State Records Act – Regulations – Exclusion from Application

Electricity Act – Regulations – Industry Regulators Powers – Variation

Firearms Act – Regulations – Checks, International Shooters.

 

Mr Condous brought up the Eleventh Report of the Committee.

6       Questions

         Questions without notice were asked.

 

7               Privilege - Matter raised

Hon G M Gunn raised as a matter of privilege, reports of an attempt to prevent the Member for Ross Smith from properly discharging his duties as a Member of Parliament and from raising matters in this House.

The Speaker advised that he would consider the matter and report to the House.

 

8               Questions

Questions (interrupted by the foregoing) resumed.

 

9       Privilege – Matter raised

Mr Foley raised as a matter of privilege, the possible misleading of the House by the Minister for Tourism (Hon J L Hall) in relation to her statement that in a telephone link-up with Mr Don Panos and Mr Dean Rainsford on Friday 23 February, she had advised that there would be no Le Mans race in Adelaide this year.

The Speaker advised that he would consider the matter and report to the House.

 

10      Grievance debate

         The Speaker proposed - That the House note grievances.

         Debate ensued.

         Question put and passed.

 

11      Select Committee on Parliamentary Procedures and Practices - Leave to sit

The Minister for Tourism, by leave, moved - That the Select Committee on Parliamentary  Procedures and Practice have leave to sit during the sitting of the House today.

12      Public Works Committee – Report – Qualco Sunlands Groundwater Control Scheme – Stockyards Plain Disposal Basin – Status Report – Motion to note

Mr Lewis, pursuant to notice, moved – That the One Hundred and Forty-Second Report of the Public Works Committee being the Qualco Sunlands Groundwater Control Scheme – Stockyards Plain Disposal Basin – Status Report be noted.

         Debate ensued.

13      Environment, Resources and Development Committee - Report – Native Fauna and Agriculture - Motion to note

Order of the Day read for the adjourned motion of Mr Venning - That the Forty-First Report of the Environment Resources and Development Committee on Native Fauna and Agriculture be noted.

Motion resumed.

Ordered, on motion of Mr De Laine, that the debate be adjourned until Wednesday 14 March.

 

14      Postponement of business

15      Social Development Committee - Report – Rural Health - Motion to note
