1       Meeting of House

         The House met pursuant to adjournment. The Speaker (Hon Peter Lewis) took the Chair and read prayers.

 

2        Lower Eyre Peninsula Bushfires – Condolence Motion

The Premier (Hon M D Rann), by leave, moved - That the House of Assembly expresses its sadness at the devastating effects of the 11 January 2005 bushfires on the Lower Eyre Peninsula; mourns the tragic loss of nine South Australians in the fires; extends its deepest sympathies to those who suffered the loss of friends, family members, homes, stock and property; commends the selfless and heroic efforts of all emergency services personnel; and pledges its moral and practical support to the communities of the West Coast in their efforts to rebuild.

And being supported by the Leader of the Opposition (Hon R G Kerin), Minister for Infrastructure (Hon P F Conlon), Mrs Penfold, Minister for Agriculture, Food and Fisheries (Hon R J McEwen), Hon W A Matthew, Minister for Health (Hon L Stevens), Mr Williams, Minister for Education and Children’s Services (Hon J D Lomax-Smith), Mr Brokenshire, Ms Breuer, Mr Brindal, Minister for the River Murray (Hon K A Maywald), Dr McFetridge, Ms Rankine and the Speaker.

Motion carried in silence; Members rising in their places.

 

3       Petition No 42

         The Clerk announced that the following Member had lodged a Petition for presentation:

 

42   Hon D C Brown, from 6 members of the South Australian Community, requesting the House to urge the Government to provide immediate land tax relief through the reform of the current land tax system.

7       Extension of sitting

Ordered, on motion of the Minister for Health (Hon L Stevens), that the sitting of the House be extended beyond 6.00 pm.

 

8       Grievance debate

On motion of the Speaker, the House noted grievances.

 

9       Suspension and resumption of sitting

         At 6.05 pm the sitting of the House was suspended.

         At 7.30 pm the Speaker resumed the Chair.

 

10      Select Committee on the Statutes Amendment (Parliament Finance and Services) Bill

Order of the Day read for the Report of the Select Committee on the Statutes Amendment (Parliament Finance and Services) Bill to be brought up.

 

Extension of time for bringing up Report

The Attorney-General (Hon M J Atkinson), moved - That the time for bringing up the Report of the Select Committee be extended until Monday 2 May 2005.

Question put and passed.

 

 

 

11      Pitjantjatjara Land Rights (Regulated Substances) Amendment Bill

         Order of the Day read for the second reading of this Bill.

The Minister for Environment and Conservation (Hon J D Hill) moved - That this Bill be now read a second time.

         Ordered, on motion of Hon I F Evans, that the debate be adjourned until tomorrow.

 

12      Postponement of business

Ordered severally - That Orders of the Day: Government Business Nos 3 to 7 be postponed and taken into consideration after Order of the Day: Government Business No 8.

 

13      Adelaide Dolphin Sanctuary Bill

Notices of Motion: Other Motions –

 

Hon R B Such to move – That this House calls on the Government to introduce a Community Road Watch scheme similar to those currently operating in Queensland and New Zealand.

 

Hon R B Such to move – That this House calls on the State and Federal Governments, and the private sector to endorse the concept of paid maternity leave spanning a period of up to 12 months.

 

Hon R B Such to move – That this House requests the State Government to re-evaluate the concept and merit, or otherwise, of a Monarto or similar style satellite city development.

Notices of Motion: Other Motions –

 

Ms Rankine to move – That this House acknowledges the great contribution of many hundreds of South Australian public servants, health professionals, police and fire officers who provided invaluable assistance, both at home and abroad, in the provision of emergency relief and aid to victims of the recent tsunami.

 

 

CONTINGENT NOTICE OF MOTION

 

Contingently on the Parliamentary Committees (Public Works) Amendment Bill being read a second time, Mr Hamilton-Smith to move – That it be an instruction to the Committee of the whole House that it have power to consider amendments relating to the functions of the Economic and Finance Committee and procedure at meetings of Parliamentary standing committees.
