1       Meeting of House

The House met pursuant to adjournment.  The Speaker (Hon J K G Oswald) took the Chair and read prayers.

 

2       Legislative Review Committee - Reports – Fourteenth and Fifteenth

Mr Condous brought up the Fourteenth Report of the Legislative Review Committee.

Report received and read as follows:

The Legislative Review Committee at its meeting on 28 March 2001 considered by-laws of the City of West Torrens that were made on 3 October, 2000 and laid on the Table of each House of Parliament on 28 November, 2000.

      The Committee noted that each of these by-laws was not laid before the House within 6 sitting days after each had been made and therefore each did not comply with the provisions of Subsection 10 (3) of the Subordinate Legislation Act 1978 (the Act).

      In accordance with Subsection 10 (5) of the Act the Legislative Review Committee reports a failure to comply with Subsection 10 (3) of the Act to the House with respect to each by-law.

      By-laws referred to:

                  Local Government Act 1999 – City of West Torrens – By – laws;

                        No 1 – Permits and Penalties

                        No 2 – Movable Signs

                        No 3 – Local Government Land

                        No 4 - Roads

                        No 5 - Dogs

      Members are advised that each by-law may be disallowed by Resolution of the House and will cease to have effect but that a Resolution is not effective unless it is passed in pursuance of a Notice of Motion given within six (6) sitting days after this report is made to the House.

 

Mr Condous brought up the Fifteenth Report of the Legislative Review Committee.

15      Sydney Paralympic Games - Motion re

Mr Hamilton-Smith, pursuant to notice, moved – That  this House congratulates all South Australian and Australian athletes, Olympic and Government officials and volunteers who either participated in or helped organise the Sydney Paralympic Games.

         Debate ensued.

16      Volunteers – Motion re

Mr Hamilton-Smith, pursuant to notice, moved – That this House commends the outstanding achievements of all State Emergency Services, Country Fire Services, Police and other volunteer personnel who responded to the wave of storms and tempest which swept through the State during the week 16 to 20 October.

         Debate ensued.

17      Adjournment

         The Minister for Environment and Heritage moved - That the House do now adjourn.
