1       Meeting of House

         The House met pursuant to adjournment.  The Speaker (Hon G M Gunn) took the Chair and read                    prayers.

 

2       Death of Former Member - Hon J W Slater

The Premier (Hon J W Olsen), by leave, moved - That this House expresses its regret at the recent death of Hon J W Slater, former Member for Gilles and Minister of the Crown, and places on record its appreciation of his meritorious service, and that as a mark of respect to his memory the sitting of the House be suspended until the ringing of the bells.

And being supported by the Leader of the Opposition (Hon M D Rann), Mr Clarke, Mr De Laine, Mrs Geraghty, Mr Lewis, Mr Quirke, Mr Scalzi and Mr Venning.

Motion carried in silence, Members rising in their places.

 

3       Suspension and resumption of sitting

         At 2.39 pm the sitting of the House was suspended.

         At 2.50 pm the Speaker resumed the Chair.

 

4       Petitions Nos 40 to 41

         The Clerk announced that the following Members had lodged Petitions for presentation:

 

40   Mr Brindal, from 154 residents of South Australia, requesting that the House urge the Government to retain the site of ‘The Orphanage’ for community use.

 

41   Mr Evans, from 383 residents of South Australia, requesting that the House urge the Government to install traffic lights at the intersection of Fiveash and Grandview Drives, Pasadena.

 

5       Legislative Review Committee - Reports - Twelfth and Thirteenth

Mr Cummins brought up the Twelfth Report of the Committee.

         Report received and read as follows:

The Regulations listed hereunder are at present being considered by the Legislative Review Committee. Evidence is being taken in regard to these Regulations and it is necessary for a Notice of the Motion for Disallowance to be given in both Houses before the expiration of 14 sitting days, to allow the Committee time to complete its deliberations.

Honourable Members are warned that after further consideration has been given to these Regulations, the Committee may decide to take no further action.

Regulations referred to:-

No 122 - Development Act 1993 - Special Event.

 

Mr Cummins brought up the Thirteenth Report of the Committee.

         Report received.

 

6       Public Works Committee - Report - Port Lincoln Health and Hospital Service Inc. - Redevelopment Stage 3

Mr Oswald brought up the Forty-Eighth Report of the Committee on the Port Lincoln Health and Hospital Service Inc. - Redevelopment Stage 3.

         Report received.

 

         Ordered to be printed (Paper No 199)

 

7       Questions

         Questions without notice were asked.

 

8       Grievance debate

         The Speaker proposed - That the House note grievances.

         Debate ensued.

9       Message from the Legislative Council

         The following Message from the Legislative Council was received and read:

 

         RSL Memorial Hall Trust Bill                                                                  Message No 56

MR SPEAKER - The Legislative Council has passed the Bill transmitted herewith, titled an Act to vary the terms of the trust of the RSL Memorial Hall; and to repeal the Services Memorial Hall Act 1939, to which it desires the concurrence of the House of Assembly.

10      Statutes Amendment (Superannuation) Bill

The Treasurer (Hon S J Baker), pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Judges’ Pensions Act 1971, the Parliamentary Superannuation Act 1974, the Police Superannuation Act 1990, the Southern State Superannuation Act 1994 and the Superannuation (Benefit Scheme) Act 1992.

Question put and passed.

         The Minister moved - That this Bill be now read a second time.

The Treasurer, without notice, moved - That Standing and Sesional Orders be so far suspended as to enable Private Members business set down for tomorrow to be taken into consideration forthwith.

Question put and passed, without a negative voice, there being present an absolute majority of the whole number of Members of the House.

 

16      Postponement of business

Ordered - That Notices of Motion: Private Members Bills/Committees/Regulations Nos 2 and 3 be Notices of Motion for Thursday 6 March.

 

17      Constitutional (Casual Vacancies in House of Assembly) Amendment Bill

Order of the Day read for the adjourned debate on the question - That this Bill be now read a second time.
