1       Meeting of House

         The House met pursuant to adjournment.  The Speaker (Hon G M Gunn) took the Chair and read                    prayers.

 

2       Message from the Governor

         The following Message from the Governor was received and read:

 

         Friendly Societies (South Australia) Amendment Bill                             Message No 18

The Governor’s Deputy recommends to the House of Assembly the appropriation of such amounts of money as may be required for the purposes mentioned in the Friendly Societies (South Australia) Amendment Bill 1997.

3       Petitions No 46 and 47

         The Clerk announced that the following Members had lodged Petitions for presentation:

 

46   The Minister for the Environment and Natural Resources (Hon D C Wotton), from 606 residents of South Australia, requesting that the House urge the Government to establish a police station in Meadows.

 

47   Mrs Greig, from 1 054 residents of South Australia, requesting that the House urge the Government to obtain ownership of ‘Glenthorne’ at O’Halloran Hill from the Federal Government and develop the site for community use.

 

4       Environment, Resources and Development Committee - Annual Report

Mr Venning brought up the Twenty-Third Report of the Committee being the Annual Report for the year ended 30 June 1996.

         Report received.

 

         Ordered to be printed (Paper No 205)

 

5       Legislative Review Committee - Report - Sixteenth

Mr Cummins brought up the Sixteenth Report of the Committee.

         Report received.

 

6       Questions

         Questions without notice were asked.

 


7       Grievance debate

         The Speaker proposed - That the House note grievances.

         Debate ensued.

         Question put and passed.

 

8       Statutes Amendment (Pay-roll Tax and Taxation Administration) Bill

The Treasurer (Hon S J Baker), pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Pay-roll Tax Act 1971 and the Taxation Administration Act 1996.

Question put and passed.

 

Bill presented and read a first time.

The Minister moved - That this Bill be now read a second time.

Ordered, on motion of Mr Foley, that that the debate be adjourned until tomorrow.

 

9       Postponement of business

Ordered - That Order of the Day: Government Business No 1 be postponed and taken into consideration on motion.

 

10      Casino Bill, Gaming Supervisory Authority (Administrative Restructuring) Amendment Bill, Liquor Licensing (Administrative Restructuring) Amendment Bill and Gaming Machines (Administrative Restructuring) Amendment Bill

Order of the Day read for the adjourned debate on the question - That the Casino Bill be now read a second time.

The Treasurer, pursuant to contingent notice, moved - That Standing Orders be so far suspended as to enable, forthwith, in relation to the Casino Bill, the Gaming Supervisory Authority (Administrative Restructuring) Amendment Bill, the Liquor Licensing (Administrative Restructuring) Amendment Bill and the Gaming Machines (Administrative Restructuring) Amendment Bill -

(a)  one motion to be moved and one question put in regard to, respectively, the second readings, the Committee’s report stage and the third readings of the Bills together; and

(b)  the Bills to be considered in one Committee of the whole.

The Treasurer brought up the report of the Select Committee on Yumbarra Conservation Park Re-proclamation (Paper No 206), together with the Minutes of Proceedings and Evidence.

Ordered - That the Report be received.

 

         The Treasurer moved - That the report be noted.

14      Message from the Legislative Council

         The following Message from the Legislative Council was received and read:

 

         Subordinate Legislation (Commencement of Regulations) Amendment Bill      Message No 71

MR SPEAKER - The Legislative Council requests that a Conference may be granted to it respecting certain amendments in the Subordinate Legislation (Commencement of Regulations) Amendment Bill. In the event of a Conference being agreed to, the Legislative Council will be represented thereat by five managers
