The House met pursuant to adjournment.  The Speaker (Hon J K G Oswald) took the Chair and read prayers.

 

2       Petition No 90

         The Clerk announced that the following Member had lodged a Petition for presentation:

 

90   Mr Foley, from 252 residents of South Australia, requesting that the House urge the Government to oppose the sale or lease of ETSA and Optima Energy assets.

 

3       Conference – Statutes Amendment (Motor Accidents) Bill

The Minister for Education, Children’s Services and Training (Hon M R Buckby) moved - That the sitting of the House be continued during the Conference with the Legislative Council on the Statutes Amendment (Motor Accidents) Bill.

4       Economic and Finance Committee – Report – Annual Report, 1997-98

Hon G M Gunn brought up the Twenty-Fifth Report of the Committee, being the Annual Report, 1997-98.

5       Legislative Review Committee - Reports – Education Act Regulations – Water Resources Act Regulations – Twenty-First Report

Mr Condous brought up the Report of the Committee on the Education Act Regulations relating to Materials and Service Charges.

Mr Condous brought up the Report of the Committee on the Water Resources Act relating to the Principle Regulations.

         Report received.

 

Mr Condous brought up the Twenty-First Report of the Committee.

6       Social Development Committee - Report – Gambling

Hon R B Such brought up the Eleventh Report of the Committee on Gambling (Paper No 211).

Mr Lewis, pursuant to notice, moved – That the Seventy-Seventh Report of the Public Works Committee on the Queen Elizabeth Hospital Intensive Care Redevelopment be noted.

         Debate ensued.

Ordered, on motion of Mr Brokenshire, that the debate be adjourned until Wednesday 2 September.

 

11      Postponement of business

Ordered - That Order of the Day: Standing Committee Reports No 1 to be postponed and taken into consideration after Order of the Day: Standing Committee Reports No 2.

 

12      Public Works Committee – Report – Hindmarsh Soccer Stadium Upgrade – Stage 2 - Motion to note

Order of the Day read for the adjourned debate on the motion of Mr Lewis – That the Seventieth Report (Final) of the Public Works Committee on the Hindmarsh Soccer Stadium Upgrade – Stage 2 be noted.

         Debate resumed.

Ms Stevens moved to amend the motion by adding the words “and that this House calls on the Government to:

(a)  secure the land on which the stadium and its facilities are established and rename it the Hindmarsh Stadium; and

(b)  establish a trust controlled by Government appointed business managers and also comprising a representative of each of the bodies which are regular users, to manage, set fees and charges and decide the use of the facility for all sporting and commercial purposes.”

Debate continued.

MR SPEAKER - The Legislative Council does not insist on its Amendments Nos 12 to 15, 17 and 18 and 22 to 31 in the City of Adelaide Bill to which the House of Assembly has disagreed and does not insist on its Amendments Nos 16 and 19 to 21 but agrees to the Alternative Amendments made by the House of Assembly. The Bill is returned herewith.
