   1.

Council met pursuant to adjournment.  The President (The Hon. R. K. Sneath) took the Chair.

                 The President read prayers.

The Minister for Police (The Hon. P. Holloway), without notice, moved - That the Standing Orders be so far suspended as to enable Petitions, the Tabling of Papers and Question Time to be taken into consideration at fifteen minutes past two o’clock.

                 Question put and passed, without a dissentient voice, there being present an absolute majority of the whole number of Members of the Council.

The Council, according to order, resolved itself into a Committee of the Whole for the consideration of the Criminal Law (Sentencing) (Dangerous Offenders) Amendment Bill.

The Council, according to order, resolved itself into a Committee of the Whole for the consideration of the Statutes Amendment (Affordable Housing) Bill.

                          Clauses No. 1 to No. 3 agreed to.

                 The Hon. T. J. Stephens moved on page 5, after line 5, to insert new clauses as follow:

3A—Amendment of long title

           Long title—after "the continuation of the South Australian Housing Trust" insert:

           as the South Australian Housing Board

3B—Amendment of section 1—Short title

           Delete "South Australian Housing Trust Act 1995" and substitute:

           South Australian Housing Board Act 1995’.

                          To report progress and ask leave to sit again.

The Clerk announced that the following Petition had been lodged for presentation:

         By the Hon. S. M. Kanck from 677 residents of South Australia, concerning plans to drain Lake Bonney and build a weir at Wellington.  The Petitioners pray that this Honourable House will do all in its power to support measures to obtain water for urban and agricultural purposes that do not disrupt the natural operations of the River Murray system.

The President laid on the Table the Minutes of Proceedings of the Joint Sitting of the two Houses  held on Thursday, 3 May 2007, to choose a person to hold the place in the Senate of the Commonwealth rendered vacant by the death of Jeannie Ferris, whereat Mr. Simon Birmingham was the person so chosen.

                 The Minister for Police, pursuant to contingent notice, moved - That the Standing Orders be so far suspended as to enable the Bill to pass through its remaining stages without delay.

                 On motion of the Hon. D. W. Ridgway, the debate was adjourned and ordered to be resumed on motion.

The Minister for Environment and Conservation, pursuant to notice, moved - That she have leave to introduce a Bill for an Act to amend the Natural Resources Management Act 2004 and to make related amendments to the Ground Water (Qualco-Sunlands) Control Act 2000.

                 The Minister for Environment and Conservation then moved - That this Bill be now read a second time.
