   1.

Council met pursuant to adjournment.  The President (The Hon. R. K. Sneath) took the Chair.

                 The President read prayers.

The Minister for Mineral Resources Development, without notice, moved - That the Standing Orders be so far suspended as to enable Petitions, the Tabling of Papers and Question Time to be taken into consideration at fifteen minutes past two o’clock.

                 Question put and passed, without a dissentient voice, there being present an absolute majority of the whole number of Members of the Council.

Ordered - That Notice of Motion (Government Business) No. 1 and Order of the Day (Government Business) No. 1 be postponed and taken into consideration after Order of the Day (Government Business) No. 2.

On the Order of the Day being read for the adjourned debate on the question - That the Electoral (Miscellaneous) Amendment Bill be now read a second time:

                 Debate resumed.

                 Question put and passed.

                 Bill read a second time.

                 The President then left the Chair, and the Council resolved itself into a Committee of the Whole for the consideration of the Bill.

                          Clause No. 4 read.

                 The Hon. M. C. Parnell moved on page 4, after line 2, to insert the following:

           “(1)      Section 4(1), definition of elector—delete "18 years" and substitute:

                       16 years”.

                 Question - That the amendment be agreed to - put and negatived.

                 The Hon. D. N. Winderlich moved on page 4, after line 2, to insert the following:

           “(1)      Section 4(1), definition of how‑to‑vote card—delete ", in the form of a ballot paper,"”.

                 Question - That the amendment be agreed to - put and negatived.

                          Clause No. 4 agreed to.

                          Clause No. 5 read.

                 The Hon. M. C. Parnell moved on page 4, line 22, to leave out “is a nominated” and insert “intends to be a”.

                 Question - That the amendment be agreed to - put and negatived.

                 To report progress and ask leave to sit again.

The Minister for State/Local Government Relations, pursuant to notice, moved - That she have leave to introduce a Bill for an Act to amend the Local Government Act 1999.

                 On motion of the Hon. J.M.A. Lensink, the debate was adjourned until next day of sitting.

The Council, according to order, resolved itself into a Committee of the Whole for the further consideration of the Electoral (Miscellaneous) Amendment Bill.

                 The Hon. M. C. Parnell moved on page 5, line 18, to leave out “$10 000” and insert “$50 000 or imprisonment for 5 years”.

                 Question - That the amendment be agreed to - put and negatived.

                          Clause No. 5 struck out.

                          Clause No. 6 agreed to.

                          Clause No. 7 read.

                 The Hon. M. C. Parnell moved on page 5, lines 31 and 32, to leave out subclause (1).

                 The Hon. D. N. Winderlich moved on page 5, lines 31 to 33, to leave out subclauses (1) and (2).

                 Question - That subclause (1), as proposed to be struck out, stand as printed - put and passed.

                 Question - That subclause (2), as proposed to be struck out, stand as printed - put and passed.

                 The Hon. M. C. Parnell moved, on page 5, line 34, to leave out subclause (3) and insert the following:

           “(3)      Section 27A(3)—delete "of a prescribed class"”.

                 Question - That the amendment be agreed to - put and negatived.

                          Clause No. 7, as otherwise amended, agreed to.

                          Clause No. 8 read.

                 The Minister for Mineral Resources Development moved on page 6, lines 5 to 11, to leave out subsection (1) and insert the following:

     “(1)      A person may apply for enrolment under this section if the person—

      (a)       is in South Australia and has lived in South Australia for a continuous period of 1 month prior to the date of the application for enrolment; and

      (b)      qualifies for enrolment under section 29(1)(a), (b) and (d) but does not qualify for enrolment under section 29(1)(c) because he or she does not have a fixed place of residence (whether within the State or elsewhere).”.

                 To report progress and ask leave to sit again.
