Council met pursuant to adjournment.  The President (The Hon. R. K. Sneath) took the Chair.

A Messenger from the Governor having been announced by Black Rod, the following Message was received and read:

                 The Governor informs the Legislative Council that, in the name and on behalf of Her Majesty The Queen, the following Acts have been assented to during the Third Session of the 51st Parliament, viz.:

                 No. 40 of 2008 - An Act to amend the Long Service Leave Act 1987.

                 No. 41 of 2008 - An Act to facilitate the operation of an agreement entered into between the Commonwealth, New South Wales, Victoria, Queensland, South Australia and the Australian Capital Territory to promote and co-ordinate effective planning and management for the equitable, efficient and sustainable use of the water and other natural resources of the Murray-Darling Basin; to make related amendments to the Development Act 1993, the Ground Water (Qualco-Sunlands) Control Act 2000, the Natural Resources Management Act 2004, the River Murray Act 2003 and the Waterworks Act 1932; to repeal the Murray-Darling Basin Act 1993; and for other purposes.

                 No. 42 of 2008 - An Act to amend the Summary Offences Act 1953.

                 No. 43 of 2008 - An Act to refer certain matters relating to water management to the Commonwealth Parliament for the purposes of section 51(xxxvii) of the Constitution of the Commonwealth.

The Minister for Mineral Resources Development, by leave, tabled a copy of a Ministerial Statement made by the Minister for Water Security (The Hon. K. A. Maywald, M.P.) concerning the Adelaide Desalination Project EIS.

The Minister for Mineral Resources Development, without notice, moved - That the Standing Orders be so far suspended as to enable Question Time to be extended to enable the Hon. M. C. Parnell to ask a question of the Minister and for the Minister to complete his reply.

                 Question put and passed, without a dissentient voice, there being present an absolute majority of the whole number of Members of the Council.

                 The Minister for State/Local Government Relations, pursuant to contingent notice, then moved - That the Standing Orders be so far suspended as to enable the Bill to pass through its remaining stages without delay.

                 Debate ensued.
