   1.

Council met pursuant to adjournment.  The President (The Hon. J. C. Irwin) took the Chair.

                 The President read prayers.

The Treasurer (The Hon. R. I. Lucas), by leave, moved - That the Legislative Council expresses its deep regret at the death of the Hon. G.R.A. Langley, former Member for Unley and Speaker of the House of Assembly and places on record its appreciation of his distinguished public service and that, as a mark of respect to his memory, the sitting of the Council be suspended until the ringing of the bells.

                 And being supported by the Hon. C. A. Pickles, the Hon. M. J. Elliott, the Hon. P. Holloway and the Hon. L. H. Davis:

                 Motion carried in silence, Members standing in their places.

At seventeen minutes to three o’clock the sitting was suspended until the ringing of the bells.

The Minister for Transport and Urban Planning brought up the Report of the Select Committee on the Adelaide Cemeteries Authority Bill, together with Minutes of Proceedings and Evidence.

                 Ordered - That the Report be printed.  (Paper No. 217)

                 The Minister for Transport and Urban Planning, by leave, without notice, moved - That the Adelaide Cemeteries Authority Bill be not reprinted as amended by the Select Committee and that the Bill be recommitted to a Committee of the Whole on next day of sitting.

The Treasurer tabled a copy of a Ministerial Statement made by the Premier (The Hon. J. W. Olsen, M.P.) concerning Policy and Management Issues in relation to Government Accountability.

Ordered - That Orders of the Day (Government Business) No. 1 to No. 6 be Orders of the Day for next day of sitting.

On the Order of the Day being read for the adjourned debate on the question - That the Statutes Amendment (Local Government) Bill be now read a second time:

                 Debate resumed.

                 Question put and passed.

                 Bill read a second time.

                 The President then left the Chair, and the Council resolved itself into a Committee of the Whole for the consideration of the Bill.

                          Clause No. 1 agreed to.

                          Clause No. 2 read.

                 The Hon. N. Xenophon moved on page 4, line 6, to leave out “Subject to subsection (2)” and insert “Subject to subsections (2) and (3)” and after line 8, to insert:

                 “(3)  Sections 7A and 24B must be brought into operation on the same day.”.

To report progress and ask leave to sit again.

                 The President resumed the Chair and reported progress and obtained for the Committee leave to sit again on next day of sitting.
