   1.

Council met pursuant to adjournment.  The President (The Hon. R. K. Sneath) took the Chair.

                 The President read prayers.

The Minister for Police (The Hon. P. Holloway), by leave, moved - That the Legislative Council expresses its deep regret at the death of the Hon. N. K. Foster, former Member of the Legislative Council and Member of the House of Representatives, and places on record its appreciation of his distinguished public service and that, as a mark of respect to his memory, the sitting of the Council be suspended until the ringing of the bells.

                 And being supported by the Hon. R. I. Lucas, the Hon. C. V. Schaefer and the Hon. R. P. Wortley:

                 Motion carried in silence, Members standing in their places.

The Clerk announced that the following Petition had been lodged for presentation:

         By the Hon. B. V. Finnigan, from 187 residents of South Australia, concerning the development of the Ceduna Quays Marina.  The Petitioners pray that this Honourable House will acknowledge and take into account the community that does not want to see this development commence in the interest and prosperity of local industry, history and community.

The Minister for Police, without notice, moved - That the Standing Orders be so far suspended as to enable Question Time to be extended to enable the Hon. J.S.L. Dawkins to complete his question to the Minister for Emergency Services and for the Minister to complete her reply.

                 Question put and passed, without a dissentient voice, there being present an absolute majority of the whole number of Members of the Council.

The Minister for Police, pursuant to notice, moved - That he have leave to introduce a Bill for an Act to amend the Development Act 1993; to make related amendments to the Highways Act 1926 and the Local Government Act 1999; and to repeal the Swimming Pools (Safety) Act 1972.

                 Bill introduced and read a first time.

                 The Minister for Police then moved - That this Bill be now read a second time.

                 On motion of the Hon. R. I. Lucas, the debate was adjourned until next day of sitting.
