   1.

Council met pursuant to adjournment.  The President (The Hon. R. R. Roberts) took the Chair.

The following Papers were laid upon the Table, viz.:

        By the Minister for Agriculture, Food and Fisheries (The Hon. P. Holloway) -

                 Regulations under the following Acts -

                          Fisheries Act 1982 - One Licence Restriction.

        By the Minister for Aboriginal Affairs and Reconciliation

        (The Hon. T. G. Roberts) -

                 Regulation under the following Act -

The Minister for Agriculture, Food and Fisheries tabled a copy of a Ministerial Statement made by the Premier (The Hon. M. D. Rann, M.P.) concerning Under-Age Drinking in Nightclubs and Pubs.

The Minister for Aboriginal Affairs and Reconciliation tabled a copy of a Ministerial Statement made by the Minister for Health (The Hon. R. J. McEwen, M.P.) concerning European Wasps.

   5.

The Minister for Aboriginal Affairs and Reconciliation, without notice, moved - That the Standing Orders be so far suspended as to enable Question Time to be extended to enable the Hon. J. F. Stefani to complete his question to the Minister and for the Minister to complete his reply.

                 Question put and passed, without a dissentient voice, there being present an absolute majority of the whole number of Members of the Council.

   6.

The Minister for Agriculture, Food and Fisheries, pursuant to notice, moved - That he have leave to introduce a Bill for an Act to provide for the designation of areas of the State for the purposes of preserving for marketing purposes the identity of certain food crops according to whether they are genetically modified crops or non-genetically modified crops; to provide for the segregation of genetically modified food crops and their products in appropriate cases; to provide for associated regulatory powers; to provide certain protections with respect to the spread of genetically modified plant material; and for other purposes.

                 Question put and passed.

                 Bill introduced and read a first time.

                 The Minister for Agriculture, Food and Fisheries then moved - That this Bill be now read a second time.

                 On motion of the Hon. I. Gilfillan, the debate was adjourned until next day of sitting.

   7.

The Council, according to order, resolved itself into a Committee of the Whole for the consideration of the Public Finance and Audit (Honesty and Accountability in Government) Amendment Bill.

                          Clauses No. 1 to No. 5 agreed to.

                          Clause No. 6 read.

                 The Hon. R. I. Lucas moved on page 5, after line 21 to insert new paragraph as follows:

                                 (baa)    in relation to the assumptions about public sector wage settlement costs for the current financial year and the following three financial years—information about any differences between the assumptions used and those already agreed by the Cabinet and the reasons for those differences;”

                 Question - That new paragraph (baa), as proposed to be inserted by the Hon. R. I. Lucas, be so inserted - put.

                 The Hon. R. I. Lucas moved on page 6, after line 20 to insert new subclause as follows:

                          “(9)   The Under-Treasurer must, on the day immediately following the release of a pre-election update report under this section, make himself or herself available to meet for a period of up to two hours, at a mutually agreed time and place, with each of the following persons in order to discuss, and answer questions in relation to, the report:

(a)    the Treasurer;

(b)    a person who is, or who immediately before the issue of the writs was, a Member of Parliament, nominated by the Leader of the Opposition.”

                 To report progress and ask leave to sit again.

                 The President resumed the Chair and reported progress and obtained for the Committee leave to sit again on next day of sitting.

       

 

   8.

The Minister for Agriculture, Food and Fisheries tabled a copy of a Ministerial Statement made by the Minister for Education and Children’s Services (The Hon. P. L. White, M.P.) concerning Computer Skills of Teachers.
