IV.  Recent Improvements and Developments The major improvements and developments for the hospital 2007/08 are as follows : Initiatives a) To enhance intensive care service, two high dependency beds had been converted to Intensive Care beds in December 2007 and March 2008 respectively .  By upgrading these HDU beds to ICU beds, critically ill  patients with multiple organ failures can receive prompt intensive care treatment and earlier intervention . b)   To enhance patient safety, the implementation of 2D barcode scanning technology for labelling blood specimen for type and screen had been implemented in  QEH in 4Q07 . c) To enhance patient safety, time-out procedure was implemented in the Opening Theatre in 3Q07 .   This implementation has been matched with the establishment of standard operating procedures and protocols, staff education and training . d) To introduce Digital Radiography to Accident and Emergency Department and distribute the digital images via electronic means, such introduction has been implemented through replacement of conventional radiography machine A&E with a Digital Radiography system . e) The Main Control Centre of Kowloon Non-Emergency Ambulance Transfer Service had been set up at QEH with three satellite Control Centres at Kwong Wah Hospital, United Christian Hospital and Princess Margaret Hospital .   With the new set up, an overall 10% efficiency gain had been achieved through sharing of resources in planning cross cluster requests and overlapping transfer trips . Clinical Services and Infrastructure Development a) A risk management approach to the material/non material risks that the hospital might be exposed has been adopted to enhance patient and staff safety leading to quality patient care .   A network of risk officers spreads the safety culture, reporting culture and fair-blame culture .   The implementation of Advanced Incident Reporting System had been extended to all  levels of professional staff in the hospital .   Furthermore, Tracer Methodology was introduced and implemented to monitor clinical risks .
