Empowerment - The service delivery team are empowered to develop and realise their own
initiatives, to be responsive to changes in patients' needs and to community demands. The
new
management philosophy and culture place emphasis on collective leadership, self motivation,
empowerment and teamwork, all of which contribute to the ultimate goal of delivering high
quality healthcare services .
Information Technology - In keeping with the rapid developments in the area of information
technology over the last decade, the Hospital has enhanced all its systems . The continued
maintenance of a sophisticated information network and numerous terminals has become an
integral part of the provision of healthcare at QEH.
Partnership with the Community -
From being a unilateral service provider prior to the
Hospital Authority era, the Hospital has become extremely conscious of its relationship with the
community and other partner hospitals and is receptive to their needs. As a publicly-funded
institute, it strives to maintain accountability and transparency, and is responsive to public and
media enquiries, especially during episodes of disaster . Similar attention is paid to patients'
feedback and complaints .
Environmental Awareness and Protection - A
sense of civic responsibility has led them to be
conscious of and contribute to the protection of the environment, and they have begun
incorporating `green' concepts into both hospital policy and technology investments .
The Hospital has recently undertaken three big evaluation reports to help them respond to
changes in
the Health Care System . Based on the British National Health System no patient is denied care, but
since the return to China the influx of Chinese immigrants has been huge
. If the hospital continues at its
present rate the Government will be bankrupt by 2023 . Currently patients pay $100HK (about
$14.50)
per day for three meals, but there is no charge for medical services .
Hong Kong has only a few private
hospitals, some charities, especially the Catholic Church, set up hospitals under
British rule but they are
far less efficient . The Scott Review has recently
recommended that this has created a two tier system of
care in Hong Kong and that the Hong Kong government needs to take
over these hospitals with a 100%
subsidy but leaving the NGO
Boards in place.
