How to make a submission -
The Economic and Finance Committee is calling for submissions to its inquiry into the regulation of privately supplied water services in South Australia, with particular reference to:
a. The current regulatory framework governing small, privately owned water and sewerage retailers operating as the sole supplier to a captive customer base;
b. The experience of communities served by privately supplied water networks, including Mount Compass, in accessing clear and timely information about pricing, service standards and their rights as customers;
c. The adequacy of consumer protections available to customers of privately supplied essential services who have no ability to switch provider, including in relation to billing, financial hardship and complaint resolution;
d. The transparency and effectiveness of price determination processes for small private water utilities, and how the long-term financial sustainability of such providers is balanced with affordability for customers;
e. Whether there are opportunities to strengthen consistency and confidence in the oversight of small, non-metropolitan water and sewerage schemes across South Australia; and
f. Any other matter relating to the regulation and delivery of privately supplied water services in South Australia.
In conducting this inquiry, the Committee will have regard to the Essential Services Commission of South Australia's (ESCOSA) ongoing independent regulatory processes and will not seek to duplicate or pre-empt matters that are properly before ESCOSA, the courts, or other relevant bodies.
Any person or organisation wishing to make a written submission to the Committee is invited to do so by 5pm Thursday 8 October 2026.
