The World Health Organization (Conference of Parties FCTC) Decision
Calls on countries to:
• “consider prohibiting or regulating ENDS/ENNDS (E-Cigarettes), including as tobacco
products, medicinal products, consumer products, or other categories, as
appropriate, taking into account a high level of protection for human health
• consider banning or restricting advertising, promotion and sponsorship of ENDS”

The University of Melbourne Centre for Adolescent Health has followed nearly
2000 teenage high school students since 1992 and found that 80% of those
surveyed reported using alcohol or cannabis by the age of 17.

In December 2012 the European Commission (EC) released a draft Tobacco Products Directive that if passed by the
European Parliament, would have required electronic cigarettes with nicotine levels exceeding 2 mg; nicotine
concentrations exceeding 4 mg/ml; or whose intended use resulted in a maximum peak plasma concentration
exceeding 4 ng/ml to be regulated as medicinal products.
