The South Australian Parliament consists of three separate entities; House of Assembly; Legislative Council and Joint Parliamentary Services, (consisting of Hansard, Finance, Library, Building Services, People and Culture, and Catering personnel). 

The Parliament is not a public service agency. The staff of both Houses are employees of the Speaker of the House of Assembly and President of the Legislative Council respectively and are employed in accordance with the conditions of the House of Assembly and Legislative Council Enterprise Bargaining Agreement. Staff employed by the Joint Parliamentary Services is in accordance with the conditions of the Joint Parliamentary Services Act.
